The fine will be waived via written application if all of these conditions are met:
    1. If your rego has been expired for less than one month
    2. New rego is purchased within 2 working days
    3. It is your first offence of the type.

Within a month of expiry, correct. Circumstances can come in to play outside of the 1 month usual....

Usually given 7 to 28 days to rectify...

    Huh.
    That's pretty good.
Last year, I re-registered the wife's car on the way to work, and carefully put the label and receipt in the pocket of my bike backpack. Eventually, she was ticketed for failing to display the label. I thought, "I'm sure paid for that!"
Nope, couldn't find the receipt, or the label anywhere. So, I went up to the local PO to register the car.
"According to the computer, this car's already licensed. Would you like a new label?"
Eventually I found the label, and wrote into the council, explained I was mental, and my wife was foolish for trusting me with such a simple task, and they let her off "this time".
    ... and that's what I think.

    Or summat.

    Or maybe not...

    Dunno really....

Difference here is being actually registered, as you were, and displaying the label... as you weren't....

    Both worth $200...

I was fined for not displaying my rego by a parking warden, pissed me off because I new I had one, turned out I had slid it in behind the old one.

I ended up going to the court house and explaing it, after a mountain of paper work the fine was removed.

Did you get a written apology like Hamish Carlson. Mind you, he hasn't actually got his apology yet.
