It's actually quite reasonable from a legal point of view: in cases like traffic offenses (sorry - "alleged" traffic offenses), the police are deemed to have no personal interest in the case, and therefore no reason to lie. OTOH, the defendant has every reason to be dishonest.
Unfortunately, (over)zealousness or ticket quotas to meet could actually mean that in certain circumstances the veracity of an officer could be in question, but even the evidence of other witnesses may not be enough, unless there is corroborating evidence.
