Good call... However, the OPs reply to my post suggests that the part of the "footpath" the bike was on may not be public.
I may be wrong but the way I understood it this definition only applies to vehicular matters. I think the local council's survayors would probably agree that a driveway is private property when you're on foot.
While very suspicious, if said Mrs is clearly in view while the protographer is standing on public property I've been lead to believe this is legal. That's how the paparazi get away with it. Or is there something about the person being inside their home?

Seriously, Im tempted to come take a picture of your bike just to watch you overreact like a buffoon. Funny how all the bikes I have taken pictures of arent sitting in my garage right now, I must be doing it wrong.
Now on a serious note, it does sound odd that someone has taken photos of your bike in such a way. If you feel really worried, report it to the police and they should be able to track the last person that went to the post offic and got your address *if they have done so*.
