This will give you a real hp boost -
I took the muffler off and it doesnt have this washer you speak of, or anything that looks easily removable.. how hard would it be to get a stock muffler debaffled? I took the bike for a spin with the end muffler removed... Altough not ideal (f@#king loud) the bike was far more responsive and accelerated noticably quicker. It shows how restrictive the stock pipe is.
lets flip a coin... HEADS i get TAIL, TAILS i get HEAD

Trust me - sounds can be deceptive.
It may feel quicker - but the reality is that it just sounds quicker. Trust me, i have ripped mufflers off everything from a 2001 FZ1 to a 1979 Vauxhall Chevanne. The only reason you would do anything with the pipe is if a) you have the extra 30% already and need it to breath better and/or b) you want it to sound good.
Pulling the baffles out of stock pipes will give you a nice note, but loses you about 1% hp.....usually. An exhaust shop could do it for you - or you can do it with a angle cutter and a mig.
    Next cheapest options are:
    a) get a aftermarket pipe off a wrecked bike and get an extender pipe to fit
    b) get custom chambers (or someone else) to make you up a pipe
either way you are looking at around $400 for something that will give you 0% increase in hp if you don't look at the airflow coming in first.
You would get more power by increasing the air intake by flowing the head and polishing the carb/throttle body
