    + 1 to that...

It does sound like the carbies are screwed up,a clean, rejet and balance would be the first step along with plugs & leads.

Every fucked out bike on Tardme "just needs the carbs doing". It's the universal diagnosis. Smoking, hard starting, erratic idle, rebore time. Engines rooted.

Strange having a 'top end rebuild' then problems. For no good reason I don't think the owner did the work himself. If there is anything else internal bad it wouod have been pointed out to him. I'd ask who did the work and talk to them.
THe weird idle etc sounds like an air leak

Its a tidy one but you wouldn't want to pay too much

The starting and possibly a lot of the other issues (but probably not the slow dropping of revs when hot) is likely just shitty electrical continuity which might improve a lot with a good clean of all the contacts. Dodgy electrics mean reduced spark which compounds fueling problems. Sounds like the carbs could well benefit from a full strip, proper cleaning and new rubber seals. Previous poster suggested that air could be an issue (which is also likely ... due to old and perishable rubber) replacing the vacuum hose and petcock resolves a lot of common problems on old bikes. Also old perished carb boots (to air box and inlets) and diaphragm slides might be contributing to the problem (check for rev increase while spraying engine start around the carbs). Beyond that, it could be tired or weak coils, faulty reg/rectifier etc etc. Old bikes can be a bit of a mission to diagnose and fix as often symptoms arise that are a result of multiple minor (age related) issues. Bottom line I reckon tired electrics somewhere and fueling issues with the carbs (that balancing alone is unlikely to resolve)

Sounds like rings to me. How worn was the head gear?

I'd be replacing the o-rings behind the inlet manifolds while I set the carbs up.
Unless it is billowing smoke on full/heavy throttle loads, the engine top end should be resonable.
Just sounds lean to me, or sticking slide diaphrams. Rolla doors are heavy poor handling pussers. Offer him a grand. MHO

Its a crappy ol Honda, ugly to boot........ If you like the older style bimini fairing things, look at an XJ600/900 or the larger FJ1200. They are bullet proof mechanically and just as ugly lol.
If you want class, quality and style, don't but a bike with problems, as problems will continue with age.....

The integras look like there was a genetic defect at birth, plus it probably only meant to choke on two cylinders, but it should be choked to death.
