I'm really into 2018 Ninja 250, the fuel inject, ABS, the best for commute & fun.
But seems no one has 2018 Ninja 250 in NZ, the replacement is Ninja 400, which I think is way too much as a daily bike for me.
Any reasons?

The best for commute and fun would be the 400.
You would soon grow weary of the 250 & the commute & fun would become rather mundane.
Buy the 400 and learn how to control your right hand ....
we might get the new gsxr250 not the haojue built gsx250r that currently is sold --- will be out in 2020 so looking forward to that i'd be keen on the ninja 250 SL which has the klx250 engine road tuned in a light chassis you guys race in asia

A lot of 250s are short of open road oomph. That's why the makers started doing LAMS approved 300 cc bikes.
The 400 is just the next phase. Honda used to do a CB250N and a CB400N, same bike, bigger bore on the 400.
It's the LAMS rule that allowed all these bikes. If it weren't for the learners buying them, most everyone would go for a 750.
Some years ago a learner could only use a 250cc (or below) bike in NZ until he/she gained a full license. With the new laws that came in a few years ago (LAMS) you can ride bikes up to 650cc (note that every bike you are allowed to ride as a learner/restricted license holder is listed here: https://www.nzta.govt.nz/driver-lice...d-motorcycles/ )
As a result the 250cc market (that was huge in the past and where second hand 250cc bikes were expensive) shrank quickly as many would buy a 400cc bike instead of a 250cc one. And why not when with the 400cc bike you can ride in a group with friends on big bikes and not be left behind.
My oldest son (now 30) had to do the 250cc thing. But as he is a big boy we got him an exemption so he could ride a 400cc one. His 3 younger brothers have all gone straight to a 400cc bike.
NZ doesn't get a lot of small engined bike models because we're not a big marketplace. Suzuki NZ have brought in the baby gixxers which are cheap, then there's the KTM 200s but most people get a 600 or more once they graduate to a full licence here because anything like a 250 or smaller aren't cool enough ... I mean... aren't the best for long distance travel on NZs rural roads.
If you really really really wanted one, some dealers import bikes from overseas, ask around. But honestly, if you want a new bike and a 400cc is too big, get a honda 300.
