That is a real bummer. Hopefully she'll be able to sell the car so she can cover you $700 excess. As a matter of fact, your insurance shouldn't even charge you the excess - you were not in anyway in fault in this accident.

the problem is until she accepts responsibility (or has it legally forced on her), I have to pay the excess, and they reimburse me (probably after a long drawn out process).

A proper insurance company isn't going to charge the excess up front. You report the accident, they take it from there. Since she is clearly in the wrong you shouldn't have to pay any excess and your premium should not be affected either.
It's a clear cut case since you weren't even on the bike at the time of the accident. Recouping their expenses from her is going to be the insurance company's headache - that's what you are paying your premiums for.

in a perfect world that would be true, but I learnt a couple of years ago, insurance companys cover their own arses. I had a pedestrian run in front of me when I was driving the car, and even though the police found it wasn't my fault, the insurance company still expected me to pay the excess until he owned up, that took a court case and 6 mths
Get hold of a copy of your "Policy Wording", from your insurer if you haven't already got one. The section you want to find is "Protection against an uninsured third party". Almost all policies have this. Depending on how it is worded, sometimes giving the other persons contact and vehicle details is enough to get your excess waived.
