Perhaps though, you could confirm that the owner of the property shown (and driver of the police vehicle portrayed) has given you permission to use the image in your on-line campaign? Because, if not, you're going to be rather unpopular - and you're gonna get your arse kicked - hard.

For a Police vehicle to be used in such a campaign ... in such a way, it may suggest/imply the Police support it .... And agree with it's intent.

Haha that guy is a massive douche. His road positioning is terrible. In most of the videos he could quite easily move to the left more to allow traffic to pass safely.
