What have morals got to do with this? The reason humans reach puberty is so they can breed. Once someone is sexually mature, that's nature's way of telling them that they're old enough to procreate. It's the same with all other animal species. Why try and fight nature (or "God", or Allah, or whichever deity you believe in)?
We have evolved over thousands, if not millions of years and suddenly people think they should get on the moral high ground and delay what we have been designed to do. Is that a fault with our basic design?
Fundamentally I agree with you... but the reason there is a moral high ground is to try to protect the kids from adults who are taking advantage of them. Did that happen in this case, dunno, but the boy went to an adult in order to get it stopped and she denied the contact, that and "because sexual violence has been perpetrated by a female doesn't make it any less violent". It's a protection thing.

Yup, there are plenty of places in the world that don't give a shit about how kids are treated.
It's not the kids that are in question, it's the motivation of the adults that's in question. Sure the 11 year old may have enjoyed himself, but we don't know that for sure and it looked like it didn't end so well. And who in their right mind would allow themselves to get knocked up by an 11 year old? As you'll probably point out that's me using my yard stick to make that judgement, I have no problem with that, I value the childhood of the kids over the wants and desires of an adult who should know better than to drag them into emotional games.
