The Swiss have fireworks for their national day. When I was there the local supermarket sold sky rockets with sticks measuring about 2m long. The propellant was a barrel about 5cm in diameter and twice as long. On top of that was the payload - about 10cm in diameter and just as long.

Even with this freely available they didn't seem to have any problems with their abuse.

The abuse of fireworks is just a symptom of a wider problem. Banning them will only mask the problem and make it less likely that it will be solved.
