My concern with poor grammar skills in this instance is the same as Oakie's concern... the possible lack of precision required in a legal document...

plus, if the legal clerk's grammatical skills were weak why was that not rectified before he graduated with a law degree?

Just never recognised as the actual language in law. That is is the national language goes without saying ... which is why it has never been said in legislation I guess.

So when you get stopped by cops, go to court etc refuse to correspond except in murray or signing. Imagine the whole machinery would grind to a halt if a lot of people did this

that's the downside of non written languages I suppose, they have to rely on an alphabet Romans knocked up 2000 years ago, still could be worse, cyrillic letters would make it harder.
DeMyer's Laws - an argument that consists primarily of rambling quotes isn't worth bothering with.

Does sign language have swear words?
    Aye. A few swear words.
All the special protections guarantee you is that you are entitled to be heard in Māori or NZSL for legal, governmental and a few other matters of you believe you would be more comfortable or you would be disadvantaged in English.

It does not guarantee you will not be prosecuted for obscenity.
