This story seems to be changing as it goes along, it's turned from someone making light of the situation when someone failed....

If someone paid a professional tutor for a course which included a test and failed that test by one point, should the person that failed feel pissed that the tutor then made light of the situation on social media?

To someone making light of someone having a tanty when they failed.....

A Motorcycle Instructor posting the verbal reaction from some who failed a test by 1 point to see what others may think of that comment.

These are very different things.

People are so precious these days, you have to expect that if you act like a douche people will take the piss out of it for the world to see on social media, take your medicine and move on with your life.

Well frankly if someone has a tanty for said reason, then they deserve the piss to be taken out of them thoroughly.
Anyone that fails in their duty to take the piss out of someone that desperately requires should not be trusted in the least.
Fortunately I have no idea who the tanty packer was, or I would be wading & would be taking enough piss to require a small tank trailer.

The person that was failed by the instructor did NOT have a tanty, where you got that from I have no idea... it was not the case.
All the learner said was ...''so I missed by one''? failing 26 times instead of 25 (25 would have been a pass)
The humour apparently was that the leaner thought he had missed by 1 not 26. The flaming of his character that followed was child like.
For a professional person to post something like in my opinion is not the done thing.
