Colapop did a thread about this very topic a while back. It's not only men who stare when boobies are on display. I'm just as guilty

I was in the bank getting an AP started and the blonde ditz on the teller had this really low cut top on with cleavege hanging out for all to see. Every tap on the keyboard made her jubblies wobble a bit and I was enjoying the entertainment. Well a couple of months later I got a call from the chick at the bikeshop, where the AP was meant to go, saying a branch in Auckland was asking why money was coming out of their clients account and who is this person and why are they defrauding our client? Turns out the ditzy tart at my bank had punched the wrong numbers into the computer and some poor student in Auckland was paying my bikeshop bill and I reckon she did it on purpose because I was staring at her tits the whole time.

If women dont want the attention they shouldn't put them out there for all to perve at, then get all shitty when people do stare.

However... I tend to agree.. sometimes I just want to read the t-shirt... alot of them are funny... So I have learnt to actually go up and ask if I can read the wrighting on you t-shirt... (while stearing at boobies without getting slapped... lol)
