Once the police have an ability to monitor where everyone DOES drive, the inevitable development (and it won't take long) will be for them to demand (and gain) the right to determine where people MAY drive .
Unless you have an officially sanctioned reason for that trip, you won't be making it.

What about an average speed camera system like they have implemented in the UK, except that there is a camera at every motorway onramp or intersection in the city? Insurance companies offering 'discounts' if you sign something that states that they are allowed access to this information.
Personally I don't like the idea of paying for this system (which, as taxpayers, we are) under the flimsy pretense of catching a very small number of unregistered cars. I can guarantee that whatever the system ends up being, it will be abused in ways that nobody yet can imagine. I've had dealings with CCTV systems and the operators employed to monitor these systems, so I know the kind of liberties that are taken with this information.
Edit: Herald Article about the elderly couple mistakenly accused of cruising for prostitutes. If this has happened once then chances are it has happened again. How would you feel if your wife or kids opened a letter that mistakenly (or even correctly) accused someone in your family (which would be assumed to be you) of soliciting a prostitute. I think that could be pretty solid grounds for divorce or at the very least a whole lot of pain and suffering. This isn't directly applicable, sure, but shows the kind of thing that can happen. This would be giving the government a lot more than 6 lines....
