Anything 50cc or less which is has less than 50 km/h and 2kW is a moped. There are scooters which are not classified as mopeds and non-scooters that are classified as a moped.
If mopeds do have to get a WOF then there wil be a massive amount of bikes that will become worthless overnight. Some of the mopeds should be off the road but the extra costs will discourage many from ever getting onto two wheels (with a motor).
I have run (and as a result of these changes, just closed) a Moped shop. Its fair to say that many of the chinese scooters would never get a WOF, even when new. But the Taiwanese - Japanese and Euro bikes are well up to WOF standard, some will out corner and out brake cheap motorcycles.
The reason they don't seem to need a WOF is the NZTA simply couldnt find any linkage between vehicle defects and accidents. Even though the bikes were sometimes pretty woeful, riders generally crashed due to the nut behind the wheel, of car or moped.
I think the MOPED reg bike may survive as there will be a market for those who can't be bothered getting a 6L licence.
But this proposal by ACC has destroyed the cheap cheerful transport of many.

The law actually knows nothing of scooters. There is no legal definition of one.
Motorcycle, or moped. That's your choice . Even the old power assisted cycle is gone.

I would. There's no definition or sub-classification of a 'scooter' under which registered mopeds and motorcycles are actually identifiable. I would say most mopeds would be those chinese shitbox minichoppersm although gladly I haven't seen any for a while - that fad is over. But there are plenty of scooters up to 650cc on the roads these days.
