The new fees are prescribed in regulations . Accident Compensation (Motor Vehicle Account Levies) Regulations 2010 (SR 2010/73).
Clause 6 says
Now, that says that if you want to licence your bike for a period commencing after 1 July 2010 (which is what we are talking about), then you pay according to the fees in this regulation. (ie you pay the high fees).Payment of levies
(1) The motor vehicle levy and the Motorcycle Safety levy are payable—
(a) for each licensing period that commences on or after 1 July 2010; and
(b) on application for one of the following licences:
(i) a motor vehicle licence, under section 10 of the Transport (Vehicle and Driver Registration and Licensing) Act 1986; or
(ii) a trade licence, under section 31 of the Transport (Vehicle and Driver Registration and Licensing) Act 1986.
BUT ** why I think they are wrong.
Secton 8 says
So what THAT says is, that for " the period starting on 1 July 2009 and ending on 30 June 2010", the OLD regulations ( Injury Prevention, Rehabilitation, and Compensation (Motor Vehicles Levies) Regulations 2009) continue to apply. So, for June , they should be charging under the old (low) fees. Assuming that payment is actually made in June.Revocation and saving
(1) The Injury Prevention, Rehabilitation, and Compensation (Motor Vehicles Levies) Regulations 2009 (SR 2009/60) are revoked.
(2) Despite subclause (1), the Injury Prevention, Rehabilitation, and Compensation (Motor Vehicles Levies) Regulations 2009 continue to apply to the period starting on 1 July 2009 and ending on 30 June 2010 as if they had not been revoked.
However, the practical problem is that if their computer has been loaded with (only) the new fees, how are we/anyone going to make them change it?

While i fully understand your logic and odds for getting ticket etc... i will rather pay the occasional fine because it has few advantages for start you can choose to pay it off instead of having to pay upfront like rego, also i know that money wont go to ACC so its a matter of principal for me. (sounds retarded but even if get fined more i would still rather do that then conform to these bastards)
Which you're perfectly entitled to. But I imagine if they discover a large number of motorcyclists avoiding rego and putting masses of fines on slow-pay, they may introduce legislation to make it difficult for others. Just remember every action against the bastards has an opposite and not-necessarily equal reaction.

The other way of looking at that is that if you current rego runs out after 1 july 2010, and you are using a MR27 to change the date then the period you are changing is in the next licensing period, as it is added onto the end of your current paid up rego.
Now that they have a schedule of fees for that period, they well charge at the rate applicable for the extension.
For those who's rego's run out this month the same well apply as you well get upto your 12 months rego at the old levy rate, but any extension as the fee is now set for the next period well be charged at the new rate
