I think this is more commonly that the dip beam filament has gone, so they switch to high beam, since then both headlamps work. Not sure whether to condemn that or not, at least you can see it's a car.I've done it on a bike when the dip beam failed, better a pissed off motorist than one who doesnt know you're there at all (and yes, of course, fix headlamp ASAP. But you still have to get home/to servo ) I suppose if the nearside is out, just leave it so, if the offside is out, better to use main beam. Really clever people would see you coming, flash the main beams for a moment so you realise that it's a car, then go back to the Nelson look.

That's the problem - cheap bulbs.Customers demand cheap bulbs,so I buy the cheapest shit I can find...then they blow, duh! If I try to supply a quality bulb they come back with - ''what a rip off,I can get one at Repco for.....''
Stop lights are another common bulb that blows, sitting at lights with the brake on overheats them,I buy the cheapest bulbs I can get, charge $2 and fit them for free, most people think that's a good deal. But some cars, like Hondas are notorious for going through stop light bulbs - so I stock a high quality Wurth bulb,German and they don't blow.....but I charge for them too.
