It's a Honda, and they're not paying homage, they're a firing squad. Thankfully, the organiser realised that the squad also rode Hondas, and subsequently aranged them in a circle.

When a rook, 'tis said, offends against the laws of the rooks, they will summon a Rook Parliament to try the offending bird. The rooks all gather round in an open circle and the miscreant bird is pushed into the centre of the circle . If found guilty by the Parliament all the rooks will simultaneously rush in on the offender and tear him to pieces.

I reckon this is the same thing. 'Tis not the riders that have gathered 'tis the bikes. The one in the centre is charged with high crimes and misdemeanours against motorcycling. Once convicted all the bikes n the circle will race in on the guilty one and rip it to pieces.

Which begs the question, what crime could the bike be accused of ? After all 'tis a Honda.

I know the story, Neil Gaiman had another explanation hidden in his graphic novels.

In summery, Cain and Able are two nightmare storytellers, Able tells everybody the story of a parliement of rooks, and is cut short by Cain who claims it is a mystery as to why the rooks act this way.

The explaination of the parliment of rooks story as told takes up three pages and then this happens at the end of the issue:
