    but a reasonably well-considered one.

    I'd call it a dodger. After all, Mr Hypo didn't know for certain that the cop was after him. Is akin to what happens (I'm told ) in built up areas, where a cop car seen in the rear view mirror , slowing down and looking suspiciously like he's about to do a U turn, is said sometimes to remind a rider that there is a short cut to his destination. That involves immediately ducking down a side street, along a pedestrian walkway, and down (or up) a grassy bank. Not actually running away. Just saving Mr Plod come paperwork. Would stop immediately if hailed. Not rider's fault that plodmobile can't fit down walkway.

    I'd define a runner as a high speed pursuit. If he never gets close enough to actually pursue you, 'tis not a runner. IMHO.

    Our Holden Ute did, at least far enough up the domain walkway that the rider fell off when he hit the grass.
