There is no such specific requirement (and the first motorways had a speed limit of only 50mph ). But certain classes of vehicles - mopeds, bicycles, horsedrawn vehicles, I think track layers, others, are prohibited, mainly because they are assumed to be unable to "keep up". But veteran and vintage vehicles, many of which would have maximum speeds of less than 80kph are permitted.
Would that there was a rule prohibiting *drivers* unable to maintain 80kph !
