Be careful trying to make an off road bike legal, it may not be as simple as bolting on some lights.. ...go to LTSA web site and read the info.
Far better buying a bike already registered, there are plenty to choose from, as Ixion says the DT being one of the best choices for 2 stroke.

Isn't road legal, but still an awesome allrounder sold 4 in the last week and included in that price is a accessory package (helmet (fly 803), gloves, top, and boots (fly 805)).

Mr Motu reckons so. And he's going to know if anyone would. He downsized from a 750 to get it, reckons its a big improvement.

The Gas Gas range of EC enduro bikes come with road legal gear and I think KTM's do as well. If youre gonna ride them on the street you want to make sure they're jetted correctly.

CRM250,RMX250 and DT230 are street legal Japanese trail bikes - there is a steel tank street legal KDX too....The KDX220 I think? They are detuned to make them ridable on the street, and easier on the trails - so the DT230 and KDX220 pick up a bit of extra capacity to make up for it.Was the KDX250 road legal too?

i no that the steel tanked KDX 220 (jap spec) was a good alrounder, as i had one, mine didn't come with any road gear ( lights and stuff) as it was trail riden most, had to play around with the jetting to get the best out of it, would have been nice on the road, but would have craved more power in no time at all.

I've got a KDX220 with Pro circuit pipe and the jetting to make that work - they are great trail bikes and tremendous value for money but as far as I'm aware neither this nor the KDX 200 can be made road legal.
The Gas Gas 300EC is a fantastic bike, can be road rego'd. There has been 2002-03 models on Trademe for around $6K. KTM EXC300 also bloody good and can be rego'd and parts/service agents may be closer than for the Gas Gas.
If you want a serious off road bike then 2 strokes are great but your whole set up starts to get compromised once you want to ride it legally on the road - from having to have road legal tyres to all the road legal kit. thats OK if you're just into the gentler stuff. As always you realy need to define what exactly you want the bike for and an indication of how much you want to spend for people on this site to be able to help.
    Good luck
