Explanatory note, from the Traffic Regulations 1976
Thats been the rule for the last 30 years. I think Mr Grub must be even older than me. And as I suspected, the change was occasioned by the fact that by 1976 roads mostly had two lanes.(1)Regulations 4 to 8 replace the former provisions relating to keeping to the left, driving in lanes, changing direction, and overtaking, and take into account more fully the marking of lanes on roads, and define more particularly the circumstances under which different lanes may be used. Regulation 7 includes a provision requiring vehicles turning to the right to move to the centre of the road in all cases, but permits a driver, in the interests of safety, to move to he side of the road and stop before making a turn.

Saw someone killed by ploughing into a car stopped just around the corner turning right on a country road. We were the first on the scene.
It kind of made an impression.
