People who drive below the speed limit and don't pull over to help others to pass or who speed up when they enter the passing lanes.

Then there's the twats who follow so close that they can't see when it's safe to pass (particularly bad when it's a truck) or have insufficient awareness to pull over or don't have the balls or skill to pass the slow vehicle.

And the next poor sod behind them has an even more difficult task and often follows with the same dickhead behaviour; and so they stack up.

Now that's when the bike has it over the cage hands-down!
