Pay to breed?

Had this idea put up on another site as a way of cutting costs in NZ if you were the dictator:

Increase revenue by introducing a 'licence to breed'. Only available to those who can demonstrate financial stability and who can pay a $50, 000 fee upfront.

I can see some wisdom in it but how to police the concept. I'm sure there's a few suggestions at KB on how to make the idea work

There should be some sort of IQ hurdle as well as a financial one. Perhaps a spelling and grammar test?

If you don't have to pass one to gain employment here, the chances of getting anyone to pass one to breed are pretty slim.
