I am the first to admit I didn't have anything like the upbringing that you describe with Steven. But I did go through a phase where I could have easily taken the wrong path, and ended up on the wrong side of the law and possibly in jail.
Instead I chose to turn my life around.
Sure it can be harder for some, but real badarses with shit childhoods have turned their lives around. I knew a gang member in his 50's that seemed like an ok guy....to me and a few in my group of friends anyway.... but he had mellowed and was well past his prime.
So how do you define 'tough' ? Could he have taken the 4 others out ? Was he stupid enough to try and fight when running would have been more sensible ? Was he relying on the "I'm fucken mad don't take me on approach" ?
Most parents of these 'gangstas' have a lot to answer for. It isn't easy to break the cycle but it isn't impossible.

I would hardly call youth gangs tough for committing petty crime.When i used to buy tineys it was mostly dealt by uni student trying to get abit more cash so they could get written off in the weekend.
However beautiful the strategy, you should occasionally look at the results.
A think a good way to help out the troubled youths is to invite them into motorcycling possibly? As slicksta mentioned they want to feel a part of something and find mates in joining gangs, they could feel part of a riding club and have fun meeting new people. What do you say Deano? there are a few people who i know who, if i could somehow get them a bike, take them into a carpark and maybe they might find it fun? Once you get the biking bug you never go back!
