to be honest at first you're like "whoa that's a cool idea"

but then you realise he's going slow, and it's just a big long straight smooth piece of concrete with some bumps....

Reading the stuff.co.nz article, the authorities claim Carver isn't the first to do it... therefore would case law apply if previous people were not prosecuted? In other words, consistent application of the law. If previous riders were not prosecuted then Carver should not be either.
