For making babies, yes. women are at their prime at about 30-35.
Men is about 18-23, BUT!
We have evolved from just mating havent we?

so there are a lot of other things to consider.

And yeah i agree with all of you on the "teenagers are mentaly unstable". hormones play a huge roll there and its not the persons fault.
But most of them grow out of it

I reckon a woman with the mindset of one in her thirties, with the body of an 18 yr old would be pretty special.

Like most blokes I suspect we were pretty crap at picking potential at high school, amazing how spunky some of the ones you never noticed become by their thirties, wheras the school hotties are usually fat slags with a tribe of kids by that age...
