I think I've got a spare one in the shed off my old Kwaka H2 750, not sure if it would be compatible with a Yammy 250 though....

clearly its powerband has become wrapped around the rev counter, thus disabling both. However the powerbank is a fickle creature so can be eniticed out by a nice clean set of cans or powdered valves, or forced out with copiuos amounts of two stroke fumes.
serious note though, could the rev counter not going be a symptom of the powervalve not being activated at high revs...

Can you get the powerbands in for the 4 strokes? If I could upgrade my CBR250 to have a powerband and flux capacitor I wouldn't need to purchase a 2 stroke. I wonder if it will still sound like a 4 stroke. If not i guess i could put on some 2 stroke expansion chambers to get the powerband sound

Yeah, you just trim them to fit... Any good Stanley knife will do the job. But you could have a point about the liquid-cooled motors. My old T500 twin was air-cooled and the powerband only worked up to 6,000rpm by which time it was stretched to the limit. These liquid-cooled motors rev a bit higher which could lead to over-stretching and... Oh, maybe that's his problem, he's fitted an air-cooled powerband to his liquid-cooled bike!

Maybe the rubber powerband wasn't wound up tight enough, causing it to be inoperable. Some sugar added to the petrol tank should sort it.
