That's not from China...nor is it new.
It was a special car VW made as a concept to break the 1L/100km mark back around a year or two ago.
I think there was a race in europe, and this one won the manufacturers class or something

I've got a spare C90 scooter engine and a C90 scooter - the scooter easily gets 50k/l (125mpg) carrying my fat arse at 70km/h. I have often thought how much better it could be if the drive train was in an aerodynamic 3-wheel arrangment. Even a GN250 should be good for 100mpg in a motorbike - I reckon you could get over 150 in a lightweight carbon fibre aerodynamic thing - that would easily do 100km/h.
