Is all very well, providing the people who pick the cat up have a scanner & know how to use it. The micro-chips do move around under the skin.
I like to think that it gives the animal one more chance at being returned to their owner.

If it costs nothing to have a pet chipped, at least it's not a waste of money but still largely pointless.
Chip readers aren't exactly commonplace -- particularly in the South Island. SPCAs don't routinely have them nor do all vets.
If your cat doesn't come home, generally two things have happened: it's either dead or it's found somewhere else to live. In both of those cases it is unlikely to come into contact with a chip reader.
