Many chargers won't kick in if the battery is below around half voltage. Do you have a multimeter to check if it's charging?
If not, you can parallel another battery across it to kick-start the charger.

Connect the charger on to the Raptor and get that charging, then carefully parallel the VTR on to the raptor. Be careful with your polarities. You'll effectively be charging both batteries at once.
If the VTR picks up a charge, you should be able to drop the Raptor battery out of the chain after maybe an hour, and then continue to charge the VTR on its own.

Bwahahahaha...! Does the charger have any indicator lights or meter to show that it's actually working?

it has a gauge doodad so you can see it working
Did the gauge work on VTR when you hooked it up? If it did, it's likely the battery is stuffed - don't bother to attempt the parallel hook-up.
If the gauge didn't work, it's likely that the charger needs the voltage present in order to kick in.
