I tried that. Good luck, you'll just get accused of modifying the exhaust to make it quieter after you got snapped. The exhaust is not allowed to be noticeably or significantly louder than standard without a cert. Many cars are louder than the 95dB limit with a standard exhaust so the laws just contradicts themself.

It sounds like it is not worth the bother to get it tested and certified if the final say-so is what the policeman's ear hears. May as well carry on as per usual and hope you don't get pinged, and if you do- fight it. As others have said, it should stand in your favour that you aren't a 'boy racer" type.
The procedure is;
A noisy vehicle is heard on the road, stopped and inspected.
If it has been modified (the exhaust) and in the opinion of the officer is significantly louder than the original then he can direct that it go to a low volume vehicle certifier for an objective noise.
This certifier will measure the noise output of the vehicle using a procedure laid down by NZTA.
If the vehicle passes the exhaust is certified by issuing a certificate and placing a tamper proof plate on the exhaust of the vehicle.
If stopped again you have to be able to produce this certificate and the sticker must be visible and still affixed to the exhaust.

It's got nothing to do with your wagon or pipes.
I read and understand your first post just fine. A LVV plate attached to an exhaust is no guarantee that it hasn't been dicked with later.
I'll admit to having trouble with your post above...
Do you realise how many holes there could be if people would just take the time to take the dirt out of them?
