Whats the "ring fenced ACC motorcycle pool"?

When you pay your ACC fees $30 is put into a "ring fenced" fund that can only be used for "motorcycle safety". The tricky bit is, no one has been able to get any of these funds.

So I took a different tack. Instead of asking for funding, I asked the minister of ACC what the procedure was to be able to apply to get access to the funding.

And the short answer is, the procedure doesn't exist yet, which is why no one has been able to get funding, and that sometime around March the process is expected to be put in place.
