    Lived in Calgary, Canada for a while: smoking dope in the west is decriminalised; in fact you can wander the streets with a joint in your mouth if you're that way inclined

    as for the press release; if they just talked drug taking instead of weed smoking, i don't think NZ would rate in the top 10.

    ie., weed in the UK is hard to get. hash was more common when I lived there but mushrooms and 'hard' drugs were even more commom.

    in nepal and parts of tibet; smoking weed is a way of life and the law is irrelevant.
    drop into a cafe in most tibetan towns and you'll mell that smell

    'funny' tho; without law enforcement to make it 'criminal'; bugger all youth doing it, just the adults
    i asked why; they told me it was a custom; you didn't do it until you were 21
