I believe the Kiwi legal system is basically good and sound.

This kid is a drop kick, thats all, ran from the rozza and crashed his car and hurt himself. The Judge probably knows the offender will never pay a big fine, so why give him one.

Originally I thought the reporter needed a tune up but after re-reading the article it is plain to all that the kid is just a moron but his moron mummy still loves him.
