No such thing I'm afraid, At any point in time English is and has been used in different forms within the same country, within the same town, within the same house. The only way to hold it still long enough to define it is to kill it, an d then instantly lose touch with what it is.

Anyone trying to lock the English language into a standard from a single place, at a single time is deluded. It is whatever the people using it make it.

Personally I am saddened that the key reason the language is changing is due to uneducated ignorance of correct words and grammar. So many fail to use words correctly and rather than learn the correct words and their meanings and the context of grammar, they simply don't care and carry on.

There're two, to and too; there, their and they're; break and brake and on and on... Grammar is simply beyond many to understand at all.

English has changed and survived by taking on other languages and adopting or adapting them but these days it is just a lack of education among more and more of the population, including teachers and those in a position where correct use is necessary, or at least important and desirable.
