I'm pretty sure the sign is illegal in itself, there is no 'authorised by' on it, and that road is the only access to sections that are still for sale up there and to the reservoir.
I think it is just a bluff by the residents so as to minimise the pile of condoms at the top.
anyway,spotted and gotted,the resevoir at the top of panorama drive.
And since we are getting low on resevoirs,the new one and maybe the start of a new theme ?.(club buildings/carparks)
