Doesn't matter how close they are. They have a legal obligation to allow you to merge back in.
I've had to push a truck out of the way once or twice because of this (I usually find them pretty accommodating though). It's amazing what you can achieve if you look like you're prepared to ram them.

Yep. This is why we should have compulsory OE to the UK so we can all learn how to drive properly. Learn that simple road manners, like keep left unless passing, a bit of courtesy on the road and wow, everyone moves along quicker and safer.
And while there you learn escalator etiquette. But again, that's not what it really is. It's just being courteous and showing an ounce of consideration to others all the time.
Working in Wgtn CBD I call it the walk of the unemployed. Dropkicks with no where to go, so they drag their knuckles along the footpath like our ancestral cavemen, moving at a snails pace on a busy footpaths and suddenly they lose use of their lower limbs when stepping onto an escalator. Why is that? Mine still function fine? It's called walking dipsticks. I wonder if these people would starve to death if a power cut happened while travelling on an escalator? Is it some inherited gene deficiency. Oh yes it is. Bloody lazy slobs syndrome.
The unemployed should not be allowed into CBDs during peak times until they pass a common courtesy test.
Happiness is a means of travel, not a destination

and what about supermarkets, people who leave their trollies blocking the way......scheesshhh.
DeMyer's Laws - an argument that consists primarily of rambling quotes isn't worth bothering with.

Lane hogging now a "ticket ($200 and 25demerits)" rather than court offence in the UK, but this guy disagreed.
Instead, he went to court, didn't show and got fined $1880 and 42demerits. What a noob lol.
