They're saying - put a quake where they can't ignore it and have to be seen to be doing something to fix people's lives.

I've said from day one that rebuilding the city center - where few now want to work anyway - was the wrong priority. Housing should have come first.
They should have simply fenced off the central city and left it for 2 or 3 years till housing was sorted.

They should have left it the way it was and hired it out to overseas movie companies for War movies and Zombie movies and Post-Apocalyptic movies and Disaster movies etc.
