It seems that U.S. preparedness to deal with the threat of COVID-19 was hampered by personnel and budget cuts made over the past three years. The Centres for Disease Control and Prevention has experienced a 30 percent funding cut since 2003, despite an increased number of public health emergencies over the intervening years.
In its 2020 budget, the administration proposed a further 10 percent cut in CDC funding (equivalent to about $750 million). It eliminated funding for epidemiology and laboratory capacity at state and local levels. The funding cuts have also forced the CDC to reduce or discontinue epidemic-prevention efforts in 39 of the 49 countries that it had been helping.
And until February 26, there was no one in the White House tasked specifically with overseeing a coordinated government-wide response in the event of a pandemic. The post of senior director for global health security and bio-threats on the National Security Council was eliminated in May 2019, as global health issues were not considered to be a “national security” priority.
Though with the new US COVID 19 response team - being led by VP Mike Pence and Alex Azar (former lobbyist for pharmaceutical company Eli Lilly), I'm sure that all will be in good hands. Though strangely enough, it's always Don still fronting the news interviews.
