Privately owned, the owner needs to make a complaint about these trespassers. Problem sorted.
If council owned, then the council need to make moves to include the Police in the process. Police can't do diddly squat without the owner of the land making a complaint. Problem sorted.
As for the dog control - council matter, not Police. Again, council request Police assistance to sort it out, "to keep the peace" and "prevent disorder" etc... Problem sorted.

I've got a funny feeling it's on council land, so the building may actually be owned by the council and leased to the sailing club.
I must confess, I'm not keen to go down there and have a look myself, we used to live across the road from a lovely guy who could have been Jake the Muss' nastier brother!
The Maori elder who would have jumped on these guys straight away (Jim Broughton) passed away a few years ago and I am not sure what the rest are like or if they care.
The last time I went down to the lake to get some photos of the bike for a magazine article, there was a bunch of losers doing donuts on the grass in their cars. Unfortunately for them I have a bloody good camera so the shots were soon in the hands of the police, with nice clear number plates visible! Another group of tossers beat a duck to death with a hockey stick there - so it's not really a nice place to visit most of the time.
