The "exhaust" goes directly into the "frame" which appears as simple round pipe. The peg is welded to that pipe/frame/exhaust?
Someone appears to have washed the motor in far too hot water and it appears to have shrunk.
Looks very much like a "concept" bike or a simple piece of art.
