A bike with full fairings is $500- but if they are preped and ready to spray, they are $600-??? What gives?

That sounds about right to me... it actually takes longer to fix peoples crappy repair work than for him to do it from scratch. With good fairings (as he says, no repairs), he only needs to scotch pad/rough em up and squirt over the top.

With someones dodgy primer/repair jobs, he'll probably need to use a sealer as well, to ensure their product doesn't leech through into his. He has no way of knowing what type of primer etc the customer has used, so he has to do extra sutff to protect his own work.

Sounds totally reasonable to me... most panel beaters prefer to do the whole job themselves to ensure continuity of quality

Crazefox has just done a full fairings painting job for my CBR400RR. He has done a bloody good job of it, good communication, fast response, pretty relax about changes and doing a bit more than what I expected. Highly recommended. Here is a link of the bike http://www.massey.ac.nz/~cteo/cbr400rr

crap mate, if you were in Auckland you would have two bikes immediately to respray with those prices...i am gutted!
Nail your colours to the mast that all may look upon them and know who you are.
