It IS indeed one of the funniest things ever - there's a whole series of these done by Harry Enfield and they are hilarious.
I can't watch stuff at work so I'm not sure if this is the one your link goes to, but there's one entitled 'WOMEN! For pity's sake...DON'T DRIVE'
I cry with laughter every time I watch these skits - I only wish I could get them on DVD
There are some women's housekeeping magazine clips from the 1950s floating around the internet too which are along the same lines - the only sad thing is that those were real!
