What are the rules on a WOF? Here a bike has to be legal at the time of the test for an MOT,the reason guys with race pipes will put the standards back on at test time,get home and change them again.Here at least the law is if you`re carrying a pillion you have to have footrests for them.Take them off for any reason at MOT time and it`s not an issue,unless of course you`re dumb enough to turn up with someone on the back swinging their legs in the breeze.Tester wouldn`t even ask if you carried pillion,not his concern as long as the bike`s not breaking any laws at the time of the test,i.e. if one of your footrests was hanging off or broken you`d get a fail,if there were none you`d be o.k.
I`d say the guy was put in a position,he`s got a job to do and if he hadn`t failed it he`d basically be making a false statement on your WOF Lou,bloody annoying I know but that`s the black and white.Having said that he could easily have called you in and suggested a way round it before failing you.Here if you rectify the problem the same day they`ll re-test for free if it`s fixable and in your case you could have whipped the rests off and wheeled her in again.
I believe here, from what a mate told me, if the bike has a pillion seat, it must have footrests. If you fail the WOF here, you pay for it, get the problem fixed, then pay for it to be WOF'ed again.

Maybe it's only at the AA testing stations, or the other big places, but they give you the sheet of paper with all the checkboxes on it, and if you're failed then you have maybe 28 days or something in which to bring the bike back in with that piece of paper and you won't have to pay again. But maybe that's only the big testing station places.

That brings up the question , what happens , just for example that the person giving the bike for a wof is more qualified ( in bikes ) than the tester ???
Lets say I was testing cars , and say Motu , bought his car in and I say ,,nah ,,its painted the wrong shade of blue ,,thats a fail mate ..
wot would one do ???

Yeah, think you are right...pillion seat = pillion pegs.
All items of a warrantable nature are checked for your WOF fee. Those that fail are marked as such on the checklist, perhaps with an explanation as to why. You have 28 days to get them fixed/adjusted and rechecked as part of the original check fee. After that 28 days, it is a whole new check of everything with the associated fee.

ive been in the situation where a wof guy has faied a car for a crushed chasis rail ----er "but modern cars DONT HAVE chasis rails !!!" I told him

I did say that I completely understood his position. If I were to lose it on a bend and get killed, and the Police inspected the bike and found a missing footrest rubber, they'd be sure to charge him with manslaughter.
