So scooter riders could be even more at risk. I just don't think I'd trust a lot of cops with that weapon to use it correctly every time. Even one innocent person injured as a result is too many.

It is possible to be too concerned. These arseholes are using acid and electric grinders. Whatever they get is probably long overdue. Scooter crime is a serious problem in the UK, and moto journalists who live there, and are familiar with what is happening, are not complaining that I can see. And some of them ride scooters.
Flossie with her pink backpack and blonde hair is unlikely to be targetted by the constabulary. As you say errors are possible although I'd disagree that one innocent person injured is too many. The problem is more serious than you seem to think.
Drastic measures are overdue.
