As I understood it, paying the fine as the infringement instructs you too, means it is a guilty plea. (guilty as)

Don't pay the fine as instructed ... means plea not-guilty, and the case is heard in a court of law. (same result [usually]) but until this happens ... still only charged, but not found guilty.

I'm picking that a fine may limit "funds" to travel with....
