There are some riders who won't continue if they have that penalty and in the past there has been some flack from race organisers for not letting the riders know at the finish of the first lap that they have been penalised.
It's a good point though that perhaps at the riders brief the penalty rules and the board are explained.
There were a few riders that came in after jumping the start for exactly the same reason. Good attitude though Kittitamer - people could learn a lot from you!!!!
