I agree, the bargraph didnt reall work as well as I though, would a pie chart be a better idea? more of a visual comparision than with just numbers.

Just my tuppence; If we're going to show claim % for bikes, I think it'd be good to show all the % claims across the board (like the graph above) so people can see how much is claimed by the other areas that don't actually pay a levy. Helps drive the point home.
