As well as leaving quite a long snake of "Avon" tyre tread on the surface.

Ask Hitcher to go up and "sniff" the Avon snake. Being an Avon expert, he could probably tell you year of manufacture and even dealer which could help narrow down the suspect.

The top layer (a rubberized cement product that makes up the roof of the indoor sports center below) was melted off and sprayed in a black splatter all over the surround

This is a waterproof substance (as where normal concrete is not) and needs to be fixed urgently before seepage takes hold for the businesses below the walkway

Its why one end is so different to the rest
